OPERATIONAL PLAN / ORDER #003 / CODE NAME: "OPERATION ROYALTY"
CADRE / OPFOR NOTES
Complexity: Lower to Moderate | Recommended Phase: WALK (Blocks 3-4), RUN (Day Iterations)
Mission Summary: 1st Platoon conducts three independent squad raids on small REAPER nodes in AO HERRERA. Each squad destroys its own small target (OP, cache, or relay).
Training Focus: This OPORD is designed to evaluate individual squad leader planning and decision-making. The PL issues the platoon OPORD, but each squad leader must conduct their own TLP for a squad-sized raid — planning isolation, support, and assault elements within the squad. Cadre should assign one evaluator per squad to observe the SL's planning process and tactical decisions.
Destinations:
- 1st Squad → OBJ COTTO (vic MP 0600 1538) — small REAPER OP/cache at Bradenton intersection
- 2nd Squad → OBJ WHISKEY (vic MP 0613 1532) — small commo relay/cache in Conex City NE building
- 3rd Squad → OBJ ZULU (vic MP 0575 1524) — small REAPER OP at Arcadia / Clearwater intersection
Actions on Objective: Each squad independently moves to its own objective, destroys the small REAPER node (2-4 personnel), and consolidates. Squads do not depend on or wait for adjacent squads.
Evaluation Timeline: For evaluated iterations, candidates will receive this OPORD and have 75 minutes to complete TLP Steps 1-8 before SP. Execution window is 60 minutes. AAR is 15 minutes.
OPFOR/Training Wrinkles:
- Deploy one small REAPER node (2-4 personnel) per objective, operating independently.
- Each node is a small OP, cache, or relay — NOT a fortified bunker. Squad-sized raid, not platoon.
- Introduce a civilian or non-combatant at one site to test ROE.
- Cadre may inject counter-recon, early detection, or equipment malfunctions per site.
- If manning is limited, rotate one OPFOR team across sites between iterations.
NOTE: UAS/Counter-UAS injects are OPTIONAL and should only be used if authorized by the Commandant and incorporated into the approved POI.

1. SITUATION
a. Area of Interest
Clay County, Florida, in the vicinity of Camp Blanding Joint Training Center. AO HERRERA encompasses the area along the Bradenton Avenue corridor between Arcadia Street to the south and Jacksonville Street to the north, bounded to the west by Clearwater Avenue and to the east by the FOB perimeter.
b. Area of Operations
1. Terrain. The AO consists of flat terrain with sandy soils and dense pine and hardwood forests throughout. Thick vegetation and tree canopy severely limit observation and fields of fire except along improved roads and clearings. Visibility in the surrounding woods is under 50 meters in most areas. Bradenton Avenue runs north-south through the center of the AO, Clearwater Avenue runs north-south in the west, and Arcadia Street runs east-west in the south. Conex City sits on the east side of the AO with small structures providing concealment.
- Key Terrain: The Bradenton Avenue / unnamed east-west road intersection is a key crossroads in the central AO. The Conex City northeast building provides cover and concealment in the eastern built-up area. The Arcadia Street / Clearwater Avenue junction in the southwestern AO controls movement through that sector. Woodlines surrounding each location provide concealed avenues of approach for dismounted elements.
2. Weather.
- Skies: ________
- Temperature: ____°F (heat cat ____)
- Winds: ____ at ____ mph
- Chance of precipitation: ____%
- BMNT: ____

- EENT: ____
c. Enemy Forces. REAPER: Resistance Elements of Atropia's People's Revolutionary Front
REAPER forces have established small, distributed support nodes across AO HERRERA — observation posts, hasty caches, and a low-power relay station. These nodes enable REAPER freedom of action in the AO but are lightly manned and not mutually supporting. Each node is staffed by 2-4 REAPER personnel with small arms.
1. Composition. Three small REAPER nodes, each 2-4 combatants with small arms. Total 6-12 combatants distributed across AO HERRERA.
2. Disposition. REAPER nodes are dispersed across AO HERRERA at the central road intersection, the Conex City northeast building, and the southwestern road junction. Positions are lightly prepared — hasty fighting positions, concealment, or occupied structures — not fortified bunkers. Nodes operate independently with no lateral coordination.
3. Most Probable Course of Action (MPCOA). Each REAPER node defends its position with small arms when contacted, then attempts to break contact and withdraw once the assault element closes. Nodes do not reinforce each other. If overrun, REAPER personnel attempt to destroy sensitive materials before being captured or killed.
4. Most Dangerous Course of Action (MDCOA). REAPER nodes detect friendly movement early and alert each other by radio. A REAPER QRF from an unknown location reinforces one of the objectives. Nodes attempt to mass against a single squad while the others withdraw.
d. Friendly Forces
1. Higher Headquarters: A Co. 4th BN – 211th INF.
2. Mission. A Company destroys REAPER support nodes in AO HERRERA to disrupt enemy operations and enable follow-on maneuver.
3. Commander's Intent. Destroy small REAPER nodes across AO HERRERA to deny REAPER distributed support and freedom of action.
e. Civil Considerations
Civilians reside near AO HERRERA. Protect non-combatants and prevent collateral damage.
f. Attachments and Detachments
None.
2. MISSION
1st Platoon conducts raids in AO HERRERA NLT ____ in order to destroy REAPER support nodes and disrupt REAPER operations throughout the AO.
3. EXECUTION
a. Commander's Intent
Purpose: Destroy REAPER distributed support nodes across AO HERRERA to deny REAPER freedom of action and set conditions for follow-on operations.
Key Tasks: (1) Each squad destroys the small REAPER node at its assigned objective. (2) Each squad collects any materials of intelligence value found on the objective. (3) Squads consolidate after the raid and report findings.
End State: All three REAPER nodes destroyed, friendly forces consolidated, intelligence reported to higher, platoon prepared for follow-on operations.
b. Concept of Operations
1st Platoon conducts a decentralized raid operation across three independent squad objectives in AO HERRERA. Each squad moves to its assigned objective, establishes its own squad-level isolation/support/assault, destroys the small REAPER node, and consolidates. 3rd Squad is the main effort. Squad leaders select their own approach routes, actions on the objective, and withdrawal routes. Squads do not wait on adjacent squads; each executes its own actions on contact per SOP and reports.
c. Scheme of Fires
Priority of fires to 3rd Squad. Mortar support is available through company on request; any squad may request fires through the PL.
d. Tasks to Subordinate Units
1. 1st Squad (Independent Raid — OBJ COTTO):
- TASK: Conduct a squad raid at OBJ COTTO (MP 0600 1538) to destroy the small REAPER OP / cache at the Bradenton Ave intersection. Eliminate REAPER personnel at the objective, collect materials of intelligence value, and consolidate. Report enemy strength and findings.
- PURPOSE: Destroy REAPER presence at a key road intersection and deny REAPER the use of this position for observation or resupply.
2. 2nd Squad (Independent Raid — OBJ WHISKEY):
- TASK: Conduct a squad raid at OBJ WHISKEY (MP 0613 1532) to destroy the small REAPER commo relay / cache in the Conex City NE building. Eliminate REAPER personnel at the objective, collect materials of intelligence value, and consolidate. Report enemy strength and findings.
- PURPOSE: Destroy REAPER communications node in Conex City and degrade REAPER's ability to coordinate across the AO.
3. 3rd Squad (Independent Raid — OBJ ZULU):
- TASK: Conduct a squad raid at OBJ ZULU (MP 0575 1524) to destroy the small REAPER OP at the Arcadia Street / Clearwater Avenue intersection. Eliminate REAPER personnel at the objective, collect materials of intelligence value, and consolidate. Report enemy strength and findings.
- PURPOSE: Destroy REAPER observation capability in the southwestern AO and deny REAPER early warning of friendly movement into the sector.
