Complexity: Lower to Moderate | Recommended Phase: WALK (Blocks 3-4), RUN (Day Iterations)
Mission Summary: 1st Platoon conducts three independent squad raids on COBRA communications nodes in AO STARKE. Each squad destroys its own small COBRA node (signal relay, comms cache, or radio position).
Training Focus: This OPORD is designed to evaluate individual squad leader planning and decision-making. Cadre should assign one evaluator per squad.
Destinations:
- 1st Squad → OBJ SIGNAL (vic MP 0600 1538)
- 2nd Squad → OBJ RELAY (vic MP 0613 1532)
- 3rd Squad → OBJ ECHO (vic MP 0575 1524)
Actions on Objective: Each squad independently moves to its objective, destroys the COBRA communications node (2-4 personnel), collects communications equipment and materials, and consolidates.
Evaluation Timeline: 75 min planning / 60 min execution / 15 min AAR.
OPFOR/Training Wrinkles:
- Deploy one COBRA comms node (2-4 personnel) per objective: 1-2 operators working the radios and 1-2 security. Small arms only.
- Props per node: radio with antenna extended, handset, notebooks/printed "messages."
- Node operators should attempt to destroy messages and transmit a warning if given time.
- Introduce a civilian at one site to test ROE.
- If manning is limited, rotate one OPFOR set across sites between iterations.
NOTE: UAS/Counter-UAS injects are OPTIONAL and should only be used if authorized by the Commandant and incorporated into the approved POI.

1. SITUATION
a. Area of Interest
Clay County, Florida, in the vicinity of Camp Blanding Joint Training Center. AO STARKE encompasses the area along the Bradenton Avenue corridor between Arcadia Street to the south and Jacksonville Street to the north, bounded to the west by Clearwater Avenue and to the east by the FOB perimeter.
b. Area of Operations
1. Terrain. The AO consists of flat terrain with sandy soils and dense pine and hardwood forests throughout. Thick vegetation and tree canopy severely limit observation and fields of fire except along improved roads and clearings. Visibility in the surrounding woods is under 50 meters in most areas. Bradenton Avenue runs north-south through the center of the AO, Clearwater Avenue runs north-south in the west, and Arcadia Street runs east-west in the south. Conex City sits on the east side of the AO with small structures providing concealment.
- Key Terrain: The Bradenton Avenue / unnamed east-west road intersection is a key crossroads exploited by COBRA for signals traffic. The Conex City northeast building provides cover and concealment for a communications relay node. The Arcadia Street / Clearwater Avenue junction controls movement in the southwestern AO and is a likely COBRA antenna position for coverage of the southern approaches. Woodlines surrounding each location provide concealed avenues of approach.

c. Enemy Forces. COBRA: Covert Border Resistance Army
COBRA has established a distributed communications network across AO STARKE to enable coordination between COBRA cells operating throughout the region. Three small communications nodes — a road junction relay, a built-up area radio station, and a southwestern antenna position — form the backbone of COBRA's local signals infrastructure. Each node is manned by 2-4 COBRA personnel: communications operators and minimal security. Nodes operate independently on different frequencies.
1. Composition. Three small COBRA communications nodes, each 2-4 combatants with small arms. Total 6-12 combatants distributed across AO STARKE.
2. Disposition. COBRA nodes are dispersed across the AO:
- A communications relay at the Bradenton Avenue / unnamed east-west road intersection (vic MP 0600 1538), using the elevated road junction for antenna placement and the woodline for concealment. Operators oriented toward Bradenton Ave with security positioned south.
- A radio relay station operating out of the Conex City northeast building (vic MP 0613 1532). Operators inside the structure with antenna on the roof. Security at entrances.
- An antenna relay at the Arcadia / Clearwater junction (vic MP 0575 1524), using the open junction for signals clearance and surrounding vegetation for personnel concealment. Nodes operate on separate frequencies and do not share security.
3. Most Probable Course of Action (MPCOA). Each COBRA node defends from its current position while operators attempt to transmit a final message and destroy communications equipment and message logs. Nodes do not reinforce each other. If the assault is rapid, operators may not have time to complete destruction before being overrun.
4. Most Dangerous Course of Action (MDCOA). COBRA nodes detect friendly movement early and successfully transmit warnings to higher, alerting the entire COBRA network. A COBRA reaction element from an unknown location moves to reinforce one of the nodes. Nodes attempt to relocate communications equipment to a fallback position.
d. Friendly Forces
1. Higher Headquarters: A Co. 4th BN – 211th INF.
2. Mission. A Company destroys COBRA communications nodes in AO STARKE to sever COBRA signals infrastructure and isolate COBRA cells from each other and from higher command.
3. Commander's Intent. Destroy COBRA communications nodes across AO STARKE to sever the signals network that enables COBRA to coordinate distributed operations throughout the region.
e. Civil Considerations
Civilians reside near AO STARKE. The COBRA comms node at Conex City is in a built-up area with potential civilian proximity. Protect non-combatants and prevent collateral damage.

2. MISSION
1st Platoon conducts raids in AO STARKE NLT ____ in order to destroy COBRA communications nodes and sever COBRA signals infrastructure throughout the AO.
3. EXECUTION
a. Commander's Intent
Purpose: Destroy COBRA distributed communications infrastructure across AO STARKE to isolate COBRA cells, degrade enemy coordination, and set conditions for follow-on operations against a disrupted enemy.
Key Tasks: (1) Each squad destroys the COBRA communications node at its assigned objective. (2) Each squad collects communications equipment, message logs, and materials of intelligence value. (3) Squads consolidate after the raid and report intelligence gathered.
End State: All three COBRA nodes destroyed, communications equipment and message logs collected and reported to higher, squads consolidated and prepared for follow-on operations, COBRA signals network disrupted.
b. Concept of Operations
1st Platoon conducts a decentralized raid operation across three independent squad objectives in AO STARKE. Each squad establishes its own squad ORP, conducts leader's recon, sets a squad-internal support element, and assaults the COBRA communications node. 3rd Squad is the main effort. Speed is important — the assault must reach the node before operators can fully destroy materials. Squads do not wait on adjacent squads; each executes its own actions on contact per SOP and reports.
c. Scheme of Fires
Priority of fires to 3rd Squad. Mortar support is available through company on request; any squad may request fires through the PL.
d. Tasks to Subordinate Units
1. 1st Squad (Independent Raid — OBJ SIGNAL):
- TASK: Conduct a squad raid at OBJ SIGNAL (MP 0600 1538). Establish a squad ORP in the woodline southwest of the objective. From the ORP, set a squad support element oriented onto the COBRA position, then assault through from the west. Eliminate COBRA personnel, collect communications equipment and message logs, and consolidate at the ORP. Report enemy strength and findings.
- PURPOSE: Destroy the COBRA road junction relay node to sever signals traffic along the central Bradenton Avenue corridor and disrupt COBRA coordination in the western portion of AO STARKE.
2. 2nd Squad (Independent Raid — OBJ RELAY):
- TASK: Conduct a squad raid at OBJ RELAY (MP 0613 1532). Establish a squad ORP in the woodline west of Conex City. From the ORP, set a squad support element to isolate the NE building and assault from the west or south, clearing the structure. Eliminate COBRA personnel, collect radio equipment, antenna components, and message logs, and consolidate at the ORP. Report enemy strength and findings.
- PURPOSE: Destroy COBRA's primary radio relay station in Conex City to eliminate the main node in the COBRA communications network serving AO STARKE.
3. 3rd Squad (Independent Raid — OBJ ECHO):
- TASK: Conduct a squad raid at OBJ ECHO (MP 0575 1524). Establish a squad ORP in the woodline north or west of the Arcadia/Clearwater junction. From the ORP, set a squad support element oriented onto the COBRA position and assault from the concealed woodline. Eliminate COBRA personnel, collect antenna equipment and message logs, and consolidate at the ORP. Report enemy strength and findings.
- PURPOSE: Destroy COBRA's southwestern antenna relay to eliminate signals coverage of the southern approaches and sever the COBRA network link to cells operating south of AO STARKE.
e. Coordinating Instructions
1. Rules of Engagement (ROE):
- Engage only confirmed enemy combatants.
- Use graduated response appropriate to the threat.
- Avoid civilian harm and minimize collateral damage.
- Report civilian casualties immediately.
2. Priority Intelligence Requirements (PIR):
- Confirm COBRA personnel count and weapons at each node.
- Collect communications equipment, message logs, frequency lists, and encryption materials.
- Identify any additional COBRA network nodes or relay positions referenced in captured materials.
- Assess civilian presence at each objective.
3. Commander's Critical Information Requirements (CCIR):
- Enemy strength at any objective exceeds expected composition
- COBRA operators successfully transmit a warning before the assault reaches them
- Compromise of an assault force prior to actions on the objective
- Any friendly casualty during an assault requiring immediate MEDEVAC
- Civilian presence at or near an objective preventing planned fires
- COBRA reaction element approaching any objective

- Intelligence Report: Upon SSE completion — report all communications equipment and materials captured.
6. Coordination Between Squads:
- Squads operate independently at their assigned objectives.
- Squads report contact via SALUTE on the platoon net; adjacent squads monitor but continue their own missions unless directed otherwise by the PL.
- Squads requiring support request it through the PL.
7. This OPORD is effective immediately upon distribution.
