Mission Summary: 1st Platoon conducts three independent squad deliberate attacks against small COBRA coordination centers in AO STARKE. Each squad destroys its own COBRA comms/coordination node and conducts a hasty SSE.
Training Focus: This OPORD is designed to evaluate individual squad leader planning and decision-making for a squad-sized deliberate attack. The PL issues the platoon OPORD, but each squad leader must conduct their own TLP. Cadre should assign one evaluator per squad.
Destinations:
- 1st Squad → OBJ STATION (vic MP 0600 1523) — COBRA coordination center at Arcadia / Bradenton junction
- 2nd Squad → OBJ NEXUS (vic MP 0602 1565) — COBRA coordination center at Bradenton / Jacksonville junction
- 3rd Squad → OBJ HUB (vic MP 0611 1530) — COBRA coordination center in Conex City center
Actions on Objective: Each squad independently establishes a squad ORP, conducts leader's recon, sets a squad-internal support element, assaults through the coordination center, collects SSE materials (radios, logs, message traffic), and consolidates.
Evaluation Timeline: 75 min planning / 60 min execution / 15 min AAR.
OPFOR/Training Wrinkles:
- Deploy one small COBRA coordination center (3-4 personnel) per objective: 1-2 operators (working radios/logs) and 2 in fighting positions.
- Props: radio with antenna, message log (printed pages), a map, clipboard with notes.
- Operators attempt to destroy logs and transmit a warning when contact begins.
- Introduce a civilian near one node to test ROE.
- If manning is limited, rotate one OPFOR CP set across sites between iterations.

1. SITUATION
a. Area of Interest
Clay County, Florida, in the vicinity of Camp Blanding Joint Training Center. AO STARKE encompasses the area bounded to the north by Highway 16, to the east by the Starke city limits, to the south by the old railroad bed, and to the west by the pine forest edge.
b. Area of Operations
1. Terrain. The AO consists of flat terrain with sandy soils and dense pine and hardwood forests throughout. Thick vegetation and tree canopy severely limit observation and fields of fire except along improved roads and clearings. Bradenton Avenue runs north-south through the AO, intersecting Arcadia Street in the south and Jacksonville Street in the north. Conex City sits on the east side of the AO with small structures providing cover and concealment. Woodlines surrounding each objective provide covered and concealed avenues of approach; visibility off the improved roads is under 50 meters in most areas.
- Key Terrain: The Arcadia Street / Bradenton Avenue road junction controls north-south and east-west movement through the southern portion of the AO — exploited by COBRA as a coordination hub. The Bradenton Avenue / Jacksonville Street junction controls movement in the northern portion and serves as a COBRA relay node. The Conex City structures provide cover for COBRA personnel and equipment in the eastern built-up area.

c. Enemy Forces. COBRA: Covert Border Resistance Army
COBRA has established three small distributed coordination centers across AO STARKE to manage courier scheduling, cell communications, and local network operations. Each center includes communications equipment, message logs, and courier scheduling materials, plus a minimal security element. Centers are positioned at key road junctions or built-up areas for line-of-sight antenna placement and movement oversight. Centers operate independently with no lateral coordination.
1. Composition. Three small COBRA coordination centers, each 3-4 personnel: 1-2 operators (coordinator and comms operator) with radios, message logs, and scheduling materials, plus 2 security in hasty fighting positions. Operators are not primarily fighters. Total 9-12 combatants distributed across AO STARKE.
2. Disposition. COBRA coordination centers are dispersed across the AO:
- A coordination center on the north side of Arcadia Street at the junction with Bradenton Avenue (vic MP 0600 1523). Security oriented south and southwest. Antenna equipment for communications.
- A coordination center at the Bradenton Avenue / Jacksonville Street intersection (vic MP 0602 1565). Security oriented south. Dense woods to the north provide a withdrawal route.
- A coordination center in the Conex City center (vic MP 0611 1530), using a structure for covered workspace. Security at entrances. Centers operate independently with no lateral coordination.
3. Most Probable Course of Action (MPCOA). Each COBRA center defends while operators attempt to destroy message logs, courier schedules, and encryption materials and transmit a warning. Centers do not reinforce each other. A rapid assault may overrun the center before full materials destruction.
4. Most Dangerous Course of Action (MDCOA). COBRA centers detect friendly movement early, successfully transmit warnings to all COBRA cells, and destroy sensitive materials before assault elements arrive. A COBRA reaction element rapidly reinforces one objective.

2. Mission. A Company attacks to destroy COBRA distributed coordination centers in AO STARKE to disrupt COBRA network management and enable follow-on operations against isolated COBRA cells.
3. Commander's Intent. Destroy COBRA coordination centers across AO STARKE to sever COBRA's ability to manage courier schedules and cell communications, and to seize materials that expose the broader COBRA network.

2. MISSION
1st Platoon attacks in AO STARKE NLT ____ in order to destroy COBRA coordination centers, collect network intelligence materials, and disrupt COBRA command and coordination throughout the AO.
3. EXECUTION
a. Commander's Intent
Purpose: Destroy COBRA distributed coordination centers across AO STARKE to sever the network management layer that enables COBRA to synchronize courier operations and cell activities.
Key Tasks: (1) Each squad destroys the COBRA coordination center at its assigned objective. (2) Each squad conducts a hasty SSE to collect message logs, courier schedules, and communications materials. (3) Squads consolidate after actions on the objective and report intelligence gathered.
End State: All three COBRA coordination centers destroyed, network materials collected and reported, squads consolidated and prepared for follow-on operations.
b. Concept of Operations
1st Platoon conducts a decentralized deliberate attack on three independent small COBRA coordination centers in AO STARKE. Each squad establishes a squad ORP, conducts leader's recon, sets a support element, assaults through, conducts a hasty SSE, and consolidates. 2nd Squad is the main effort. Speed is critical — assault before operators can destroy materials. Squads do not wait on adjacent squads.
c. Scheme of Fires
Priority of fires to 2nd Squad. Mortar support is available through company on request.
d. Tasks to Subordinate Units
1. 1st Squad (Independent Deliberate Attack — OBJ STATION):
- TASK: Conduct a deliberate attack to destroy the COBRA coordination center at OBJ STATION (MP 0600 1523). Establish a squad ORP in the woodline west or southwest of the objective. Conduct leader's recon. Designate a squad-internal support element to suppress COBRA fighting positions from the south along Bradenton Avenue. Assault east through the objective from the western woodline. Conduct a hasty SSE of message logs, schedules, and communications materials. Consolidate and report.
- PURPOSE: Destroy COBRA command and coordination in the southern portion of AO STARKE and seize network materials that expose COBRA courier routes and cell locations.
2. 2nd Squad (Independent Deliberate Attack — OBJ NEXUS):
- TASK: Conduct a deliberate attack to destroy the COBRA coordination center at OBJ NEXUS (MP 0602 1565). Establish a squad ORP in the woodline west of the objective. Conduct leader's recon. Designate a squad-internal support element to suppress COBRA fighting positions from the south along Bradenton Avenue. Assault east through the objective. Conduct a hasty SSE. Consolidate and report.
- PURPOSE: Destroy COBRA command and coordination in the northern portion of AO STARKE and seize materials that reveal the COBRA network's northern operations.
3. 3rd Squad (Independent Deliberate Attack — OBJ HUB):
- TASK: Conduct a deliberate attack to destroy the COBRA coordination center at OBJ HUB (MP 0611 1530) in the Conex City center. Establish a squad ORP west or south of Conex City. Conduct leader's recon. Designate a support element to suppress and cover CP entrances. Assault through the structure, clear COBRA personnel, and destroy equipment. Conduct a hasty SSE. Consolidate and report.
- PURPOSE: Destroy COBRA's eastern coordination center and seize materials documenting COBRA activities in the Conex City sector.
e. Coordinating Instructions
1. Rules of Engagement (ROE):
- Engage only confirmed enemy combatants.
- Use minimum force necessary to accomplish the mission.
- Avoid civilian casualties and collateral damage.
- Positively identify targets before firing.
2. Priority Intelligence Requirements (PIR):
- Confirm COBRA coordination center locations and security positions.
- Identify COBRA communications infrastructure: antennas, radios, logs.
- Identify any COBRA reinforcement routes between objectives.
- Assess civilian presence near each objective.
3. Commander's Critical Information Requirements (CCIR):
- Enemy strength at any objective significantly different from the estimate
- COBRA center displaced or abandoned before the assault
- COBRA operators observed destroying documents (accelerate assault timeline)
- COBRA reaction element approaching any objective
- Friendly casualty requiring immediate MEDEVAC
- Civilian presence on or near any objective preventing planned actions
