OPERATIONAL PLAN / ORDER #014C / CODE NAME: "VIPER STRIKE"

CADRE / OPFOR NOTES

Complexity: Moderate | Recommended Phase: WALK (Blocks 3-4), RUN (Day Iterations)

Mission Summary: 1st Platoon conducts three independent squad deliberate attacks against small VIPER leadership positions in AO BAKER. Each squad destroys its own VIPER local commander element and conducts a hasty SSE.

Training Focus: This OPORD is designed to evaluate individual squad leader planning and decision-making for a squad-sized deliberate attack. The PL issues the platoon OPORD, but each squad leader must conduct their own TLP. Cadre should assign one evaluator per squad.

Destinations:

Actions on Objective: Each squad independently establishes a squad ORP, conducts leader's recon, sets a squad-internal support element, assaults through the position, eliminates VIPER leadership, conducts a hasty SSE (planning documents, cell phones, notebooks), and consolidates.

Evaluation Timeline: 75 min planning / 60 min execution / 15 min AAR.

OPFOR/Training Wrinkles:

NOTE: UAS/Counter-UAS injects are OPTIONAL and should only be used if authorized by the Commandant and incorporated into the approved POI.

1. SITUATION

a. Area of Interest

Clay County, Florida, in the vicinity of Camp Blanding Joint Training Center. AO BAKER encompasses the area bounded to the north by Highway 16, to the east by the Starke city limits, to the south by the old railroad bed, and to the west by the pine forest edge.

b. Area of Operations

1. Terrain. The AO consists of flat terrain with sandy soils and dense pine and hardwood forests throughout. Thick vegetation and tree canopy severely limit observation and fields of fire except along improved roads and clearings. Bradenton Avenue runs north-south through the AO, intersecting Arcadia Street in the south and Jacksonville Street in the north. Conex City sits on the east side with small structures providing cover and concealment. Woodlines surrounding each objective provide covered approaches; visibility off improved roads is under 50 meters.

2. Weather.

c. Enemy Forces. VIPER: Vanguard Irregulars of the People's Emergency Republic

VIPER has established three small local leadership positions across AO BAKER from which cell commanders control militia operations in their respective sectors. Each position includes 1-2 VIPER cell leaders with planning materials and bodyguard security. VIPER leaders are locally known and are the primary coordinators of VIPER activity in the AO. Their elimination would disrupt VIPER operations for weeks. Bodyguards are aggressive and fight hard to protect leadership.

1. Composition. Three small VIPER leadership elements, each 3-4 personnel: 1-2 cell leaders (not primarily fighters) with planning materials, plus 2 aggressive bodyguards. Total 9-12 combatants distributed across AO BAKER.

2. Disposition. VIPER leadership elements are dispersed across the AO:

3. Most Probable Course of Action (MPCOA). Bodyguards defend the leadership position when contact begins. Leaders attempt to destroy planning materials and escape through covered terrain. Positions do not reinforce each other.

4. Most Dangerous Course of Action (MDCOA). VIPER bodyguards detect friendly movement early. Leaders successfully escape with planning materials before the assault arrives. A VIPER reaction force rapidly reinforces one position, outnumbering the assault squad.

d. Friendly Forces

1. Higher Headquarters: A Co. 4th BN – 211th INF.

2. Mission. A Company attacks to destroy VIPER cell leadership in AO BAKER to decapitate local VIPER command, disrupt ongoing operations, and enable follow-on operations against leaderless VIPER cells.

3. Commander's Intent. Eliminate VIPER cell leadership across AO BAKER, seize planning materials, and create the conditions for follow-on exploitation of a disrupted enemy command structure.

e. Civil Considerations

Civilians may be present near leadership positions. VIPER leaders may use civilian proximity as cover. Avoid civilian casualties and positively identify targets before firing.

f. Attachments and Detachments

None.

2. MISSION

1st Platoon attacks in AO BAKER NLT ____ in order to destroy VIPER cell leadership, seize planning materials, and disrupt VIPER command throughout the AO.

3. EXECUTION

a. Commander's Intent

Purpose: Eliminate VIPER cell leadership across AO BAKER to decapitate local command authority and degrade VIPER's ability to coordinate operations, creating conditions for follow-on offensive action.

Key Tasks: (1) Each squad destroys the VIPER leadership element at its assigned objective. (2) Each squad conducts a hasty SSE to collect planning documents, maps, cell phones, and notebooks. (3) Squads consolidate after actions on objective and report intelligence.

End State: All three VIPER leadership elements eliminated, planning materials collected, squads consolidated and prepared for follow-on operations.

b. Concept of Operations

1st Platoon conducts a decentralized deliberate attack on three independent VIPER leadership positions in AO BAKER. Each squad establishes an ORP, conducts leader's recon, sets a support element, assaults through, conducts hasty SSE, and consolidates. 2nd Squad is the main effort. Speed is critical — assault before leaders can escape with materials. Squads do not wait on adjacent squads.

c. Scheme of Fires

Priority of fires to 2nd Squad. Mortar support is available through company on request.

  2. Identify VIPER planning materials: maps, notebooks, cell phones, printed documents.
  3. Identify any VIPER reinforcement routes.
  4. Assess civilian presence near each objective.

3. Commander's Critical Information Requirements (CCIR):

  1. Enemy strength at any objective significantly different from the estimate
