OPERATIONAL PLAN / ORDER #016 / CODE NAME: "PLANET P"
CADRE / OPFOR NOTES
Complexity: Moderate | Recommended Phase: RUN (Day Iterations)
Mission Summary: 1st Platoon conducts three independent squad deliberate attacks to seize key road junctions in AO COTTO. Each squad seizes its own junction and denies REAPER freedom of movement through that point.
Training Focus: This OPORD is designed to evaluate individual squad leader planning and decision-making for a squad-sized deliberate attack to seize key terrain. The PL issues the platoon OPORD, but each squad leader must conduct their own TLP — planning isolation, a support element, an assault element, and actions on the objective. Cadre should assign one evaluator per squad to observe the SL's planning process and tactical decisions.
Destinations:
- 1st Squad → OBJ MCLELLAN (vic MP 0600 1538) — Bradenton Ave / unnamed E-W road junction
- 2nd Squad → OBJ NORRIS (vic MP 0575 1524) — Arcadia St / Clearwater Ave junction
- 3rd Squad → OBJ FORGE (vic MP 0607 1555) — Bradenton Ave north, vicinity FOB north entrance
Actions on Objective: Each squad independently establishes a squad ORP, conducts leader's reconnaissance, sets a squad-internal support element, assaults through the junction, destroys or displaces REAPER forces, and consolidates on the objective. Squads do not depend on or wait for adjacent squads.
Evaluation Timeline: For evaluated iterations, candidates will receive this OPORD and have 75 minutes to complete TLP Steps 1-8 before SP. Execution window is 60 minutes. AAR is 15 minutes.
OPFOR/Training Wrinkles:
- Deploy one small REAPER element (3-4 personnel with small arms) in hasty fighting positions at each junction.
- Civilian foot traffic at one junction during actions on the objective — tests ROE discipline and fire control.
- Fallen tree or wire obstacle across an assault route — tests adaptability and alternate route selection.
- REAPER element at one junction withdraws early, forcing the squad to pursue or consolidate on an empty objective.
- If manning is limited, rotate one OPFOR element across sites between iterations.
NOTE: UAS/Counter-UAS injects are OPTIONAL and should only be used if authorized by the Commandant and incorporated into the approved POI.

1. SITUATION
a. Area of Interest
Clay County, Florida, in the vicinity of Camp Blanding Joint Training Center. AO COTTO encompasses the area bounded to the north by Highway 16, to the east by the Starke city limits, to the south by the old railroad bed, and to the west by the pine forest edge.
b. Area of Operations
1. Terrain. The AO consists of flat terrain with sandy soils and dense pine and hardwood forests throughout. Thick vegetation and tree canopy severely limit observation and fields of fire except along improved roads and clearings. Bradenton Avenue runs north-south through the AO. Arcadia Street runs east-west in the south. Clearwater Avenue runs north-south in the west. The improved roads are the primary avenues of approach and the only locations offering extended fields of fire. The woods between and surrounding the roads provide excellent concealment for dismounted movement but restrict visibility to under 50 meters in most areas.
- Key Terrain: The Bradenton Avenue / unnamed east-west road junction in the central AO controls north-south movement through that portion of the AO. The Arcadia Street / Clearwater Avenue junction controls movement in the southwestern sector. Bradenton Avenue in the vicinity of the FOB north entrance controls movement into the northern built-up area. Woodlines surrounding each junction provide covered and concealed avenues of approach for dismounted elements.
2. Weather.
- Skies: ________
- Temperature: ____°F (heat cat ____)
- Winds: ____ at ____ mph
- Chance of precipitation: ____%
- BMNT: ____
- Sunrise: ____
- Sunset: ____
- EENT: ____
c. Enemy Forces. REAPER: Resistance Elements of Atropia's People's Revolutionary Front
REAPER forces occupy three small, independent positions at key road junctions across AO COTTO to control local movement and interdict friendly forces. Each position is lightly manned with small arms in hasty fighting positions. REAPER elements operate independently and are not mutually supporting.
1. Composition. Three small REAPER elements, each 3-4 personnel with small arms in hasty fighting positions. Total 9-12 combatants distributed across AO COTTO.
2. Disposition. REAPER elements are dispersed across the AO:
- Hasty fighting positions at the Bradenton Avenue / unnamed east-west road junction (vic MP 0600 1538), oriented south and east along the improved roads.
- Hasty fighting positions at the Arcadia Street / Clearwater Avenue junction (vic MP 0575 1524), oriented south along Clearwater Avenue and east along Arcadia Street. Using vegetation for concealment.
- Hasty fighting positions along Bradenton Avenue near the FOB north entrance (vic MP 0607 1555), oriented south along the improved road. Elements operate independently with no lateral coordination.
3. Most Probable Course of Action (MPCOA). Each REAPER element defends its junction with small arms. If contact is decisive, the element withdraws into covered terrain rather than holding the position. Elements do not reinforce each other.
4. Most Dangerous Course of Action (MDCOA). REAPER elements detect friendly movement early, alert each other by radio, and reposition to ambush the assault element from an unexpected direction. A REAPER QRF from an unknown location rapidly reinforces one of the objectives.
d. Friendly Forces
1. Higher Headquarters: A Co. 4th BN – 211th INF.
2. Mission. A Company attacks to seize key road junctions across AO COTTO to deny REAPER freedom of movement and enable follow-on operations.
3. Commander's Intent. Seize three key road junctions across AO COTTO to deny REAPER freedom of movement and establish conditions for follow-on operations.
e. Civil Considerations
Civilians may be present in the area, particularly along Arcadia Street and near the FOB. Avoid civilian casualties and collateral damage.
f. Attachments and Detachments
None.
2. MISSION
1st Platoon attacks in AO COTTO NLT ____ in order to seize key road junctions, deny REAPER freedom of movement, and enable follow-on company operations.
3. EXECUTION
a. Commander's Intent
Purpose: Deny REAPER control of key road junctions across AO COTTO to enable friendly freedom of movement and establish conditions for follow-on operations.
Key Tasks: (1) Each squad seizes its assigned road junction. (2) Each squad destroys or displaces REAPER forces at the junction. (3) Squads consolidate on their objectives and report.
End State: All three road junctions seized, REAPER forces destroyed or displaced at each site, squads consolidated on their objectives with hasty perimeters, platoon prepared for follow-on operations, no friendly forces decisively engaged.
b. Concept of Operations
1st Platoon conducts a decentralized deliberate attack on three independent road junctions in AO COTTO. Each squad executes its own squad-level attack on its assigned junction: establish a squad ORP, conduct leader's reconnaissance, set a squad-internal support element to suppress, assault through the junction from a covered approach, and consolidate. 3rd Squad is the main effort. Squads do not wait on adjacent squads; each executes its own actions on contact per SOP and reports.
c. Scheme of Fires
Priority of fires to 3rd Squad. Mortar support is available through company on request; any squad may request fires through the PL.
d. Tasks to Subordinate Units
1. 1st Squad (Independent Deliberate Attack — OBJ MCLELLAN):
- TASK: Conduct a deliberate attack to seize OBJ MCLELLAN (MP 0600 1538) at the Bradenton Ave / unnamed E-W road junction. Establish a squad ORP in the woodline west or south of the objective. Conduct leader's reconnaissance. Designate a squad-internal support element to suppress REAPER fighting positions from a covered position south of the junction. Assault through the junction from a covered approach in the western woodline, clearing REAPER positions. Consolidate on the objective with a hasty perimeter oriented north and east. Report.
- PURPOSE: Deny REAPER use of the central Bradenton Avenue junction and enable friendly freedom of movement through the central portion of AO COTTO.
2. 2nd Squad (Independent Deliberate Attack — OBJ NORRIS):
- TASK: Conduct a deliberate attack to seize OBJ NORRIS (MP 0575 1524) at the Arcadia St / Clearwater Ave junction. Establish a squad ORP in the woodline north or west of the objective. Conduct leader's reconnaissance. Designate a squad-internal support element to suppress REAPER fighting positions from a covered position west of the junction. Assault through the junction from a covered approach, clearing REAPER positions. Consolidate on the objective with a hasty perimeter oriented south and east. Report.
- PURPOSE: Deny REAPER use of the southwestern road junction and protect the platoon's western flank during follow-on operations.
3. 3rd Squad (Independent Deliberate Attack — OBJ FORGE):
- TASK: Conduct a deliberate attack to seize OBJ FORGE (MP 0607 1555) on Bradenton Avenue near the FOB north entrance. Establish a squad ORP in the woodline west or south of the objective. Conduct leader's reconnaissance. Designate a squad-internal support element to suppress REAPER fighting positions from a covered position south of the objective. Assault through the position from a covered approach in the woodline, clearing REAPER fighting positions. Consolidate on the objective with a hasty perimeter oriented north and east. Report.
